No. You can report for reception using the Mark the Spot app what you can download to your phone. However when you are complaining about poor reception indoors, that's a problem because of your building, not a problem for AT&T. The solution is to use your home internet service and turn on Wi-Fi calling on your phone.
AT&T doesn't just turn up the power because one person says their reception isn't good enough. Radio waves don't penetrate buildings very well.
It takes years for new towers, which are usually built and owned by 3rd parties, leased to carriers.
