Husband in South America (Santiago, Chile) all of a sudden cannot receive phone calls

Hello- 

My husband is in South America right now (Santiago, Chile) and all of a sudden cannot receive phone calls. When he's called, the phone doesn't ring and a message in Spanish comes up (we think it says that the number doesn't exist?). Voicemail is not an option. 

He has been on the phone with ATT (he can make outgoing calls and get texts) and they told him to restart the phone, update it, etc. Nothing is working. 

He is using an iPhone 11, has International Day pass. 

He has been there since Monday and was originally having problems with not having the phone ring when someone called him - but they were able to leave a voicemail. This is obviously worse. 

Any help or suggestions that anyone could provide would be great.
