Full bars with no signal happening more often?
I have noticed much worse network connectivity for the past 3-4 weeks (in Seattle and Mercer Island, WA). I often have full bars and the "5G e" [rolls eyes] icon, but I am completely offline. This happens in areas where I usually have pretty good service (at work downtown, and walking around my neighborhood).
Restarting the phone usually fixes the problem, and the signal indicator becomes more accurate (2-3 bars). Speed is usually around 3-5Mps after a restart, which is not stellar, but sufficient.
I am using a Samsung Galaxy S9. I realize that the signal indicator can never be flawless, but it seems to have gotten far less accurate recently, but this is not as concerning as the fact that I am losing signal completely in non-dead zones.
I know that this might be more of a phone hardware/Android problem, but I am curious if there is something that has changed on the network that might be making things worse.

Thanks for your prompt reply. I am glad to hear that AT&T is aware of this problem. I am still noticing the problem and was curious if you had any further information regarding when there might be any improvement.

So i guess the issue is nation wide seeing as i have this problem all over colorado, except where it is reversed in the rockies while i am down in the valley and somehow have better connection than it shows. #StillMissingCingular

In NYC with iPhone XS Max on both consumer AT&T and FirstNet I have been experiencing the same issue ALOT. Sometimes a restart fixes it,
usually not. The most reliable fix is turning off LTE and letting going to “4G (HSPA+).
I left to Verizon yesterday over this.

This is still an issue in Seattle. Definitely moving to Fi over this. Abysmal.
