AT&T no longer owns any network in the Caribbean. You will be roaming on Liberty. We are unsure whether Liberty is still being considered as domestic or free roaming.
Some roamed free, recent some report being charged.
The distance between the US and the British islands is less than half a mile in some places. If you connect to a tower on the British Islands you will be charged for roaming.

Greetings, @bd111! While AT&T no longer owns any network in the Caribbean, as @formerlyknownas informed, you can still stay connected while traveling abroad.
We invite you to check out our International Calling and Data Plans. AT&T International Day Pass is the way to go! Use your phone like you do at home with unlimited high-speed data, talk, and text in over 210 destinations (including the U.S. Virgin Islands) for $10/day.
We hope this info helps. Let us know if you have any more questions!

You mentioned that the US Virign Islands are on the list of over 210 destinations, however it does not show up on the list. Only the British Virgin Islands is on it. So, will the international pass work in the US Virign Islands?

@wrbeckett The international day pass is not needed in the USVI. As long as you are connected to Liberty, your usage is covered by your regular plan. You should probably get the day pass to protect yourself in case you do connect to a BVI carrier.

As of now, and for the foreseeable future, the agreement between At&t and liberty allows customers of either network to roam free on the other network as 'domestic off net'
Unless you plan on being close to the British islands, you would not be charged extra.
FYI, day pass doesn't charge you unless you connect to a carrier not covered by your domestic plan. If you might connect to the British towers, it's not a bad failsafe against high charges. The islands are very close, and it has happened

I'm also traveling to St. Thomas and St. John in the beginning of May. I checked and it says I have International Day Pass included in my phone service. How do I activate it when I need it? Should I still turn off roaming to stay safe? Since the USVIs aren't included in the list of 210 countries I worry that the pass isn't valid if I get a unknown charge.

@HollyNayru USVI is still considered to be in the Domestic Coverage Areal (DCA). There is no international roaming. Just be sure that you are not too close to the British VI which will incur the International Day Pass charge.

The USVI (St John, St Croix, St Thomas) are a US Territory and are included with ATT's US domestic coverage area. The territory doesn't show up in the 210 countries list because it's not actually a country but a US Territory.
There is no international roaming unless you get close enough to the British Virgin Islands (North and East of St John). USVI Inter-island travel (via plane or ferry) does not place you close enough to the BVI's.
If you decide to take a day trip to the BVIs your phone will automagically activate the International Day Pass on your phone. I think it may notify you first -it's been a long time since I've used my cell outside of North America. Anyway, you don't need to contact anyone. It's pretty cool actually.

Sort of. Puerto Rico and the US Virgin Islands were sold off to Liberty mobile.
AT&T customers get free roaming on Liberty mobile on those territories.
