SMS/Texts from non-ATT carriers are not working



I ported a number 4 days ago.  Calls work fine from any carrier.  Text messages work from ATT customers.  Any texts from other carriers (Verizon, Tmobile, Sprint, Google Voice) do not work and never come through.


I have worked through ATT technical support multiple times and it never helps.  They do something and tell me to reboot.  I even got a ticket for Level 2 tech support but haven't heard anything in 2 days (Ticket number 000000282759174).


Any advice?  I read updating the third party SMS aggregators could help but no one I talk to seems to listen to my suggestion.
