Prepaid card label recommendations

I have several recommendations for the $10-$100 AT&T Prepaid Card, for instance the one sold in CVS pharmacy.

1. Say somewhere on the packaging that it is a refill card.

2. Say somewhere on a packaging that one must already have an AT&T SIM card, etc. in order to make any use of the card.

The above recommendations will reduce the amount of the general public, and CVS staff confusion, helping reduce costly nonrefundable mistakes made by consumers who possess less technical knowledge.
