Cannot Make or receive calls on non AT&T 4G phone. 3G sunset is to blame.
Re-posting this since the other threads all have "Accepted solutions". In my opinion "buy a new phone" is not an acceptable solution, and I will not be marking it as such. AT&T need to fix this issue.
About 2 days ago, my phone stopped working for any voice calls. I have a Galaxy S10+ and I just upgraded to One UI 4.1, and I think this may have been the start of the issue. If you have a non-AT&T Galaxy, don't take the upgrade, it will kill your ability to make phone calls.
To help others out, so far, I have tried the following and it *DOES NOT* fix the issue:
- Restart the phone (several time). Of course this was never going to fix it
- Call AT&T support and ask them to reset my wireless service, no help
- Went in to the AT&T store and asked them to replace my SIM with a new one. Makes no difference at all
- Did a factory reset on my phone. Doesn't help
- Manually set the wireless settings according the the AT&T table in "Access point names" settings. Makes no difference
Just to be sure, I placed my SIM in my wife's phone (identical phone but she has not taken the One UI 4.1 upgrade), and her SIM in mine. My SIM works fine with my number in her phone. Her SIM fails with her number in my phone.
Conclusion: It's the phone, not the SIM, and even a factory reset won't help.
I think I know what is causing the problem; maybe one of the AT&T techs on this forum can confirm. AT&T have stated elsewhere that after the 3G sunset, having HD voice is a requirement to make calls, so there appear to be 2 requirements of phones:
- Phone must be capable of 4G; this gets you service so you can use 4G data and send/receive text message via SMS
- Phone must be capable of HD Voice; this allows you to make and receive phone calls
If you have 1. but not 2. you can't use your phone to make calls, but everything else would appear to work fine.
The thing is, a Galaxy S10+ should be capable of HD Voice calling, but I think my upgrade to One UI 4.1 may have broken it. In addition, I have a foreign S10+ with the Samsung branded processors on-board (different to the U.S. models).
Any of the AT&T techs care to comment?
BTW: "Buy a new phone" is *NOT* an acceptable solution, please fix it.

As you have pointed out - the model (which we have referred to) the G975F is whitelisted. The G975F has a Samsung Exynos 9820.
Promoting T-Mobile on an att forum is not helpful.

I thought you had done something to your phone to force it to roam on T-Mobile's 3-g Network?
Doing something on your end to alter how AT&T sees your phone, does not change the fact that AT&T is excluding phones from the network that it does not consider compatible.
AT&T does imei sweeps, so if your falsifying an IMEI, eventually AT&T will catch up with you. (If this is what you we're suggesting on that other thread, that's why the thread would have been removed because that's not legal)

If you do indeed have the F model, then you should be looking for an AT&T patch which will put you back on voice over LTE.
I went through the same thing with my unlocked Samsung S21 on Verizon. When I initially put the phone on the network it worked fine. Update kicked it off, however Verizon had the carrier update immediately available, all I did was select it, 10 minutes later it was back working. ( of course Verizon has not yet shut down its 3-g Network, but my line is provision for CDMA-less.)
Contact AT&T and ask them to push the update if it is not available in your settings.

What should be illegal (and yeah, I'm aware that At&t has the right to setup their network system anyway they want) is At&t using the 3G shutdown/5G upgrade or the FCC requirement as a cover for restricting devices that they don't want to work with the network... by claiming that those devices aren't VoLTE or HD Voice capable... when they know that they are.
And what exactly is illegal about what device the system sees?

It's not the first time samsung borked a update. This is a Samsung problem. They had a problem with the u1 version also.

What does that do for them... except removing phones they deemed incompatible?

Yes - undoubtedly a Samsung problem. One of the att tech folk I spoke to took that onboard and they are supposedly referring that to their engineers.

Yes, it is the exact (and I mean *EXACT* same model as I have). In fact they are both G975F, so yes, they are on the whitelist

Yup, I got that same garbage phone, and I'm avoiding using it, I'd rather use the Google Voice work-around than carry that brick around with me.
Yeah, I have the same 512Gig s10+, and I have also been looking at the unlocked Samsung S22 Ultra with the trade-in discount directly from Samsung. I won't buy a carrier locked phone for several reasons (mainly because I need to use it when I travel to other countries), but I'm starting to worry about the fact that AT&T might eventually say that even the unlocked Samsung phones are not whitelisted....the ultimate carrier lockdown, you have to buy one of their phones! Plus, I'm just not comfortable being bullied into buying a new phone, I like my S10+. I'll probably hold out for a while to see if they come up with a solution.
