Can't activate HBO max - missing tile

I have the Unlimited Plus wireless plan, but I'm having trouble setting up HBO Max. I don't have the activation tile described in the how-to instructions on my account page. Also, I've checked the faq and troubleshooting instructions on the AT&T and HBO Max sites, and I can't find a way to activate the offer.
