All I get is the intermittent dial tone. Can't make any outgoing calls, cant dial 1, can't do anything!

If you have digital service reset the modem.

I think that's when the problem started....cycled the modem. When I dial the number it says the subscriber is not in service.

Turn the modem off for a few minutes. Sounds like you've already identified it has a problem.
