Main lines on ground outside

Due to not well understood English, the representatives do not understand the problem. The wrong tech was sent out who stated his manager would contact me yet nearly 2 weeks later my at&t lines from the outside power pole to my home are still lying across my entire yard! 
HELP!!!!!
