landline not working
Base of phone not working. There is power but can't make or recieve calls

What service? If this is a traditional landline (POTS) test from the NID with a known working corded phone. If AT&T Phone (digital service) try resetting the modem still no good plug a known working phone into the modem.

Its at and T the phone itself says don't pick up.now it says not enough batteryon power base .????? There is nowhere to put a battery on the power base,
The phone is a cordless phone

As our ACE @spoom2 mentioned, there is a difference between traditional landline service and VoIP (Voice over IP) phone.
If you have a traditional landline, we recommend the following steps to determine if the interference is happening in your home or the AT&T network:
If you have VoIP digital phone service, we recommend signing in to the Troubleshooting tool to provide accurate and up-to-date information on receiving and making calls.
