Landline not working, and sheriff showed up saying that someone was calling 911 repeatedly and hanging up, from our number

There appears to be no one to contact at night at ATT. There must be a physical line issue at the street level, and someone on our street is calling 911, and may be in danger, but they cannot get help. Only option on calling the ATT phone number is to get a call back tomorrow? no chat or other options available online?

I doubt someone is calling 911. If your traditional landline is out it could be it's intermittently shorting simulating pulse dialing. Mutilated digits were designed to default to 911 when 911 was initiated, probably still does. Since it seems you have a traditional landline when you call in say POTS at the voice prompt.
