Assuming you're talking about a traditional landline and you have checked it at the NID you can try this link to report

The report ticket link is broken- has been for weeks- does not work. What you can do is what the rest of us are doing- wait on hold for an hour to make a report. Oh wait, that would require a working phone. Mine has been out since March 2. Repair phone line is also out of service- disconnected a long time ago, still listed on ATT website.

AT&T - stop sending messages with links that don’t work. Whatever link to report outage is not working. Your service agent don’t know anything. Don’t send us email to troubleshoot ourselves. We are not that dumb to realize there is no phone service. You know who we are with account info and address. Look it up yourself to find out your service has been down for a month.  When Cox service was down, they showed on their website the service status and when it will be fixed. Focus on fixing your own problem and get it done. And give us refund for the month.

My landline has been down since I woke up this morning.  Just says "No Line".  I already had NO AT&T for over 24 hours this week, now this.  Not sitting well.
