How to get AT&T to fix a trip hazard created by a broken AT&T box cover in the sidewalk

The cement cover marked "AT&T" in the sidewalk is broken and is causing a trip hazard. This has been broken for a while and AT&T hasn't fixed it. The sidewalk is in front of my neighbor's house at 4214 Ponce Drive in Palo Alto, CA. My neighbor says he notified AT&T several times with no action. So now I'm reporting it.

I don't want to talk to anyone at AT&T and I do not have an AT&T account. I am just a concerned neighbor since we have many elderly people in our neighborhood, and AT&T should make this a priority before it becomes a (Edited per community guidelines).
