Expensive Service

Why is traditional phone service so expensive and difficult to establish?  We had AT&T phone service a few years ago.  I am trying to open a business.  The first time I called the lady said I was good to go and would be provided service.  That day came and no one showed.  I called again, this time they said the order was incomplete.  I was then sent to sales.  The gentleman said service would be $190 a month unless I got Direct TV then it would be $90 a month.  I have direct tv in my house, which is 100 yards away.  Any suggestions would be greatly appreciated.
