Pool Phone Requirements

As part of our HOA, we have a neighborhood private pool that requires a phone line be established for 911 emergency calls. This is a requirement (I assume) by the City of Austin, where this pool is located. Can anyone direct me where I can go to find out exactly what the requirements are for this phone line? I'd like to move it to a digital line from a POTS line, but am hearing conflicting messages from AT&T representatives on whether I am allowed to do this.

I would say ask the city of Austin. Just guessing but a digital line would lose service if power was out unless there is a battery backup. Unlike POTS where the phone company provides battery backup, a digital line needs it’s own. Perhaps that is the requirement that would prevent converting to digital.
