Which comes first the plan or the upgrade?

We have been using an old 9gb of High Speed data plan and may finally going to make the jump.. Att is offering trade in options on our phones and requires that we upgrade to an unlimited plan.. so just wondering if anybody knew if we should make the plan change first and then go through with the phone upgrades or can it all be done on the same transaction
