What is safe mode and how did I get it on the screen?

I have turned my phone off and then back on several times and safe mode is still on. Help!!

My phone has safe mode on the screen and won't allow me to remove it

I've tried the suggestion for turning off the Safe Mode and it's still on. I didn't select it in the first place. Where is that setting? When the phone is restarted, a message bar says " tap here to remove safe mode", but it never leaves after tapping.

Ok so 4 some reason my safe mode came on & I as well did what it said & powered my phone off & it's still on there! This sucks please help!
