How to setup ATT wifi calling in my unlocked s10 Samsung phone.

Is it an ATT branded s10? If not, WiFi calling is not supported.

No. No one is charged anything extra for WiFi calling. However, you must have a supported device. For most android phones and all Samsung phones, that means an ATT branded phone. It does not matter whether it is locked or unlocked, it just needs the ATT branded software.
