preventing threatening pornagraphic text messages

my daughter has received to 2 pornagraphic, threatening messages on her phone (from 2 different numbers) in the last couple of months. they use her 1st name and a picture from one of her social media accounts. we are filing police reports. what else can we do besides changing her number to prevent this? she has blocked each number. Are there any other federal communication agencies we can report this to?
