Help with Blocked Calls

My mom has an android and she continually has calls that go directly to voicemail. She's in a wheelchair and has transportation providers who are individuals that try to call her when they are on their way and the calls never go through. Any ideas on how to solve this issue. She checked her device and nothing is showing like call blocks are on, etc.
