Can't I get support by e-mail?
Apple service says my iPhone is locked by a carrier. So when I try to unlock the device, the page keeps saying, "Oh, my! There seems to be a problem with the network. Please try again later." Maybe because I'm in Korea, I can't sign up on the homepage.

They don't do support by email. If the website options have issue then you must call. As you are out of country you would need to call their support number for customers who are abroad.

Just use a VPN in the USA to get to the website
