AT&T *does not* pre announce software updates.  

Being unlocked isn't relevant. 

Still being used on AT&T in the USA is relevant. AT&T updates are delivered over the air only.   

ATT is apparently updating some in the US, but not yet here.  18 Nov 2023 at 9AM EST.

I don't think you understood my first post. If you are not in the USA, you are not going to get an update for an AT&T branded Android  phone.   

I am located in Atlanta, GA USA with an unlocked Samsung S23 Ultra on ATT.

Meaning?  

Either it's a factory unlocked non-carrier phone, or it's an AT&T  branded phone that's been carrier unlocked.

If it's the former, updates on non-carrier phones come directly from the manufacturer. Which means it has absolutely nothing to do with AT&T and you should be asking Samsung, not AT&T.

If it is the latter, you will not get updates if you are outside the USA.  Samsung Smart switch does not have AT&T updates.

As ace mentioned. you cannot update the device using smart switch when you're outside US if the device is AT&T branded. However, devices that are purchased directly from the Samsung, the updates will be pushed directly by the manufacturer.

You can reach out to manufaturer (samsung) for the android updates for s23 ultra.

Go figure!  Samsung Support says that the OS updates are the responsibility of the carrier, i.e. ATT.

You've been provided with correct information several times but you don't seem to understand it.

If it is a non-carrier factory unlocked Samsung S23 your update will come directly from Samsung.   

If it is an AT&T Samsung S23 the update will only happen if you are using AT&T SIM card and in the USA.

My S23 Ultra is factory unlocked, and Samsung Support says the Android update will only come from ATT.  ATT Support says that it comes from Samsung.

Go figure!
