Texting a South Korea Cell Phone Number

Can anyone tell me how to text a South Korea cell phone number? I am in the USA and using an AT&T phone.  Tried various methods and all result in error messages.  From the internet, it looked like I needed to enter +01182xxxxxxxxxxx.  I also tried +82xxxxxxxxxxx.  Neither way worked....  Thoughts?

Also, any info on texting rates from USA cell to South Korea cell phone number is appreciated.

Most mobile phones and smart phones have the "+" sign on the same key as "0". To call internationally from most mobile or smart phones simply dial the "+" sign, followed by the country code, city code and local phone number as shown above.

The correct way to send a text to South Korea is by starting with 01182 then the local number. Please respond with the error message you see so that we can determine how best to proceed. You may also want to confirm with the person you're trying to text in South Korea if their service plan allows them to receive texts from outside their country.

I also cannot text from my phone in the U.S. either.  I did exactly as above and added 010, but the 0 gets cut off.  I have no problem texting my friend in Indonesia.
