Sending SMS that contains a URL or Phone number is getting filtered by AT&T sms filtering

I'm trying to develop a delivery system that sends users an update of their order with a link to track the order status and the contact number of the delivery agent. but when trying ti send it to a user with AT&T it's getting filtered and marked as undelivered by Twilio SMS system.

Hello nithin_torcue, we're here to help look into why your SMS messages that contain a URL or phone number are getting filtered.

The SMS messages being sent may be getting recognized as spam by AT&T. It is likely that the SMS messages containing the shortened URL are being blocked/filtered due to messaging regulations.

Our system is likely blocking/filtering any text messages that include public URL shorteners. If you're a business, contact AT&T Business for further assistance.

Let us know if this information helps, and thank you for contacting the AT&T Community Forums.

Hello, I am having the same issue.  Fifty percent of our recipients are not getting the message for the same reason (spam filter).

However, it gets really strange in that some users receive the message sometimes while not other times...from the same Twilio or AWS number.  How is this possible?
