Samsung SM-T387AA Android 9.0 Pie - Hotspot on/off is not working through programmatically.

Samsung Galaxy Tab A  Device Model :SM-T387AA with Android OS version 9.0 (Pie) latest update is not working for hotspot functionality. 

I want to turn On/Off hotspot programmatically using my android app (JAVA programming language) . I can see AT&T AllAccess app is stopping hotspot to turn On/Off.
I have updated AT&T AllAccess app, 4G device, data plan of 5 GB. 
Error message shows-
Mobile Hotspot Error : A network issue may be preventing use of your Mobile Hotspot.

On Android OS version 8.0 Oreo, Hotspot is working fine without any issue. 

Please Help!

Thanks for reaching out to us in regards to, not being able to pro grammatically turn On/ Off your hotspot. We'll like to guide you in the right direction. But, we'll need to ask some questions.

Do you recall when this issue has occurred?  And prior to the latest update was it working fine? Feel free to let us know.

Thank you for reply.
This issue occurred last month. Our Samsung Tab was auto upgraded to Android 9.0. 
Our app was working fine before software update. Android 8.0 and below versions, it is working fine.
