Network Registration of an IoT Device

Hello

We are currently developing an IoT Device, which sends its data through the cellular network into a cloud. It's a battery driven device and therefore needs to be low power. Our idea to save power, is to turn on the cellular communication and register it to the network every time we need it. In the worst case this would happen every 15 minutes.

The device uses LTE CAT-M1, NB-IoT and GSM as fallback.

Is this supported by AT&T? Or wpould the device be blacklisted?
