Inconsistent incoming/outgoing texting using Google Voice - Google says its AT&T SPAM Filter

I am experiencing inconsistent texting issues using the paid version of Google Voice, specifically (in my experience) to iPhone users on AT&T.
For instance, I may only get one of multiple texts. And picture sending and receiving sometimes works and sometimes doesn't. The latest was my friend who tried to send me a couple of pics today which I did not receive and I only received one of their texts (of multiple sent) today.
This has happened to texting other friends as well. I verified the received texts on both the browser version of Google Voice and iphone GV app and they reflect the same.

I am an Iphone user (on AT&T) who has been using Google Voice for about 9 years now, mainly sending texts and have had no problems until just recently.

I contacted Google Voice Support and they responded with the following:

"This is a known issue, caused by AT&T, not by Google Voice.  AT&T is aggressively blocking texts from Google Voice numbers, under the false assumption that they are spam. You will need to contact AT&T to resolve this issue."

If this is accurate and AT&T is blocking Google Voice text messages to my line this is unacceptable and needs to be resolved. I use Google Voice for my BUSINESS and I pay for that line.  I also PAY for my AT&T line. AT&T should not be SPAM filtering ANY texts which come to my phone, whether its my AT&T cell number or my GV number.

How can I get this resolved?

It's not new.  It's not just AT&T.   But nice of GV to once again lay it off on the carrier. 

Do a Google search, you'll see its been an issue for several years, with several carriers.

As previously mentioned by @lizdance40 , the issue with the Google Voice App has been reported with several other carriers (including AT&T). I understand that this may be happening to other carriers as well, however, in my case AT&T is the only carrier involved as both sender and recipient are both AT&T customers.  I am able to text friends on TMobile and Verizon with no problem (that I know of or experienced to this point).

What I have discovered on the Google Voice community is that AT&T uses a company called "HiYa" to screen their calls for spam, etc. and word is they might be considering Google Voice #s spam almost automatically. I reached out to this company at the following link, but they have not gotten back to me. I had seen where people previously had success getting off the AT&T "spam" list by filing a request through the link.

Hiya screens calls, a may screen sms.  If you send text from a valid number, the problem should go away.
