Ex Harassing Me Using Spoofers and Sending SMS From Email
My ex has been harrassing me for 3 years. I have changed my number twice. Replaced my phone and all Google Accounts. I have Active Armor ADVANCED but recently it keeps resetting and losing permissions. I need to be able to block SMS and SMS from email on my account. Blocking each call and SMS from each number he is calling from using a SPOOFER is not working. And the nasty text are recieved daily. Why does ActiveArmor keep resetting? How do I block ALL TEXTS from numbers not on my contact list?

Active armor can only block calls that have been previously identified as being spammed or spoofed. This is a legal matter and every single contact from your ex should be reported to law enforcement. You need to document document document and Report. This is stalking, which is illegal in the United States. Prosecution can remove his rights to access devices which can contact you electronically as well as in person. The only way he can get access to your new phone number is if someone is giving him access or if your phone number is somehow published. If you have not switched service providers and to a prepaid service which can be anonymous that would be a good step.
You also need to make sure you cut ties with anyone who may on purpose, accidentally, or by force provide him with your contact information

He is in Texas. I fled to Arkansas to get away. Has been reported to police. Judge refused to sign warrant because Arkansas doesn't pursue warrants across state lines. I have changed numbers twice. Switched from Tmobile to ATT. He found me in less than 24 hours.

Yes, it hampers law enforcement if you are in another state.
When you changed your number did you just go through a number change or did you get a brand new number? So in other words you terminate your old service entirely and get brand new service that has no history to the phone number?
I would suspect someone is passing him information. There is almost no other way he could get your number so quickly.
Have you changed everything? New accounts, new passwords? New Email? Social media? All locking him out?
Do not forward mail.
Cut off anyone who may be pressed into giving out your contact information.
Get a virtual number, like Google Voice. Google Voice numbers are free to acquire and you can give out that Google Voice number to select people who live in your old location who you might suspect are being coerced into giving out your information. This might disclose the leak.
Consider a pixel phone and prepaid service.
Postpaid service leaves a credit trail. Prepaid can be in another person's name, and refilled with paypal
Very likely he knows enough about you to get access through your Social Security number, to track you by your name, etc.
