Cannot send/receive attachments over WiFi

I have a iPhone 13. Cell service at my home is bad. I have Wi-Fi Calling turned on. I can send text's but I can't send or receive attachments. Can I receive and send attachments? If so, what adjustments do I need to make?

Yes you can send or receive attachments via WiFi calling. Why it’s not working for you, I don’t know but there are no setting changes or adjustments to make. Just because you have WiFi calling enabled, that doesn’t mean you are connected to WiFi calling. You could still be using cellular. You aren’t connected to WiFi calling unless you see “AT&T WiFi” on your display. You can force the phone to connect to WiFi calling by putting it into airplane mode but leave WiFi on.

When I enabled WiFi Calling I received the following message. " Enable WiFi Calling? When you join a network, the country where the network  connection is made may be sent to your carrier and your cellular identity may be sent to the WiFi network operator. The city may be sent to the carrier for routing short code calls. This can be changed in Settings "  How can I change this?
