Why are you still a customer? If data speeds are that slow, perhaps you just live in a poor coverage area. Its probably time to switch to a different carrier.

That's not AT&t's problem It's your problem. You had 14 days to cancel service and switch to a different service provider.
If you are still paying for phone, pay it off, unlock it, and switch to a different service provider. You can pay off the balance of your installment in your online account.
Then request unlocking through the computer portal.
It has always been 100% on us customers to choose a service provider that works for us because no service provider can provide service everywhere.
