Wrong use of the unlock code

I was waiting 3 weeks until i got the unlock code of my new microsoft Duo 1 , By mistake  I inserted a non US, non Canadian SIM card and tried to unlock  the device with no success, i realized my mistake after using the unlock code several times , the message i am receiving is : " SIM locked for operator: Card 1  " , i tried to submit another unlock code but my request was denied ,   any one can help ?
