Obtaining approval to become a contractor on an ongoing job in my area

Hello, I have been informed that there is an ongoing AT&T project going on in my area. I would like to become a contractor on this job whether it be as a general contractor or sub-contractor. I have researched and all I keep getting is to register as a perspective supplier. Is this the only step I need to take to qualify to work on said job? and how do I make contact with the job manager to answer questions I may have?

you would be better suited to post in the business forum, but as a contract admin  contractors had to bid at the beginning of the year and bid every 2 years  to be the sole contractor, at&t no longer has a pool of contractors to bid on projects, 1 contractor bids for all jobs for the year which has prompted said contractor to hire other past at&t contractors as a subcontractor,
