importing a csv file to contacts

Hello.  I have a saved csv file that I would like to upload to my e-mail contact list.  I have done the steps that the help center advised.  I opened my e-mail account.  I clicked on the 'Contacts' icon.  I saw no 'Actions' menu, but clicked on the 'More contacts options" button.  I chose and clicked on the 'import from another account' option.  I saw no 'Import' button next to 'File Upload'  Because I do not see a 'File Upload' option on the screen.  Could you let me know what I need to do or what steps to take or if it is simply not possible for me to do this upload.    Thanks,  Ray S.
