Select the service you have on the right side of this page under the heading of Home Phone Hot Topics and follow the instructions for blocking.  There's also third party blocking devices on the market that claim to block thousands of calls.

My mother-in-law suffers dementia...caught her looking for her credit card while on the phone.  She always presses 1 when asked.  She is only able to use the old-school phone with a cradle.  We want to block all incoming calls and allow only those on a white list.  Call Protect is not feasible.

You need a phone with smart call blocker, but I don't know if they make one with a cradle. There's also blocking devices you can put between the line and the phone that have whitelist. You'll just have to search to see which would work for you. Maybe something like this
