Who should I contact to report an open Fiber Access Panel in the ground

Not sure if someone was working on the Fiber Lines in our neighborhood or not yesterday, but noticed the Fiber panel in the grass has the cover removed an a fiber cable is hanging out.

If the fiber cable is going to an address, it would be a temporary line until a new line can be buried… the cover cannot be placed and secured until after the line has been buried. To do so beforehand will damage the temporary line.

In our area, currently burial requests are completed in about 4 weeks, if a recent request was made should be resolved by Labor Day weekend.

My nextdoor neighbor and I have had AT&T Fiber for over 2 years and the cover was in place until this morning. As far as I see no new neighbors have had their houses completed in order to have an occupancy permit approved. In other words, no explainable reason why the cover was removed and the splice unit (not sure what the unit is called where the individual fibers plug into?) is laying on the grass now?
