How do I get a broken phone pole fixed/repair

I am not an AT&T customer but the telephone pole in my front yard has broken at the base and will fully break soon. It is swaying back and forth and the line to my house has been hitting my house all night and was hitting my car before I noticed.

I called the down line number and the local PD/FD also called them and someone was "supposed to be there by 10PM" Well that was yesterday and I guess it's not 10PM yesterday yet

How do I report it to AT&T so they can fix it? Before it breaks fully and lands on someone walking by or a car driving by?
