How can I report a loose wire connected to my house that is hanging very low?

There is a wire connected to house that is hanging very low near the group.  The city engineers reported that it was an AT&T line and they could not touch.  Has been down since Hurricane Laura.  I have been unable to reach the appropriate contact to get it removed.  I have only a mobile phone with AT&T.  The line is left from a land line that I had in the past.  No category fits my needs.
