Help! Need to reactivate disconnected landline

Hello! I’m in Southern California. I  had a family landline for over 30 years, and I’m trying to get it back. It was disconnected  no more than 10 years ago and when I call it still says disconnected. Spectrum tried to activate it, but said ATT has it. When I go on the Verizon website it said the number was available, but I’m not having any luck. I’m trying different ways to see how to get this number back. I called the ATT sales team and said I wanted to get that number back and open a home phone account with it. He found the number and was going to assign it but then he told me it’s not available and that at some point it could have been moved somewhere else… but spectrum already said they had it and a spokeo search says it’s AT&T. Any help would be greatly appreciated!!

Not sure why you're being told what you are, but an inactive number can't be ported to another carrier.  If there is a particular number you want than you're out of luck as service reps have to assign what the computer spits out, they can't select a number not in use in any way.  So unless you are the account holder of a number you can't have it ported.
