Getting a continuous busy signal on my mother's phone (at&t landline). How can I get the line checked so I will know if I need to replace the telephone or the problem is with the line?

If you are sure none of her phones are off the hook or just a bit ajar in the cradle, call CS 1-800-288-2020.
You could try unplugging all phones from the wall, wait and plug them back in OR try plugging a different phone in to see if that works.

Do you have a home security system using the phone line?
Could be the issue...
Check every room for a jack... can of air may help to remove dust buildup in the jack, especially if not being used.
Otherwise as previously suggested, unplug all equipment... using only one phone check each outlet location.
The cost for a repair visit is far greater than cost of buying a new phone to check connections.

I had this problem with a phone that is on the fiber optic line. I turned the modem off and on to solve the problem.
