resetting sub account password. NOT the primary account
We need to reset a sub account password and when we choose the reset option, it prompts us to reset the primary user password. Can the sub account password be reset? What am I missing? If I try using the main account password, that doesn't work and it eventually locks us out after 3 failed attempts.

Please explain what steps you are following, you must be doing something wrong. I recently had to reset a sub-account password, I was not prompted to reset the primary user password.

Perhaps I should have said that we forgot the sub account password. So we don't have a "current" password to start with before the reset.
