Your sending mail server has been placed on AT&T's internal block list. Assuming you are the owner of the sending mail server, send an e-mail, including the message you received to the address indicated (abuse_rbl @ abuse-att.net). Make sure that the e-mail looks like it was written by a human, not a spam bot; discuss your history with the IP address (e.g. you just got it, etc.) and aver your commitment to not send unsolicited bulk e-mail from this address going forward.

It's not always obvious who owns the IPv4 on a mail server, especially when it hosted by a cloud/hosting company.
