third party authentication

I have been getting these emails supposedly from AT&T about how I will not be able to send or recieve my email to outlook from AT&T POP server without third party authentication setup.  Is this a scam?

There was a email referring users with email client apps (which I suppose could be referred to as "third party") to Use OAuth or secure mail key for email apps. Is that what you are referring to?  Admittedly it does look like spam (sender not att, suspicious looking link) but it's not.  See this.
