Lies and Misinformation.
I am constantly disappointed with the performance of the internet I am provided. I pay for up to "400 Mb/Ps" or 50 Mbs for anyone who is not trying to make it seem faster than it really is; and yet I have only ever gotten this speed either shortly after I get off the phone with them to complain or while a tech is on the premises. My system is FULLY capable of functioning at the Maximum speed of 1 Gb/s and yet my "system might be the limiting factor" according to At&t. I am tired of having to remind you of what I pay for, only to have it progressively decrease over the span of a few hours. Truly Frustrating.

The download speeds will fluctuate as network congestion increases during the day. That's one of the many reasons that providers, any of them, sell their speeds as "up to" because no one can guarantee the maximum advertised on a 24x7 basis.
And yes, your network devices could be a contributing factor as well.

When 90% of the use time I get less than 10 Mb/s when I'm shelling out extra money for more than 10 Mb/s I expect more than 10 Mb/s. I'm aware they don't guarantee a minimum speed. [EDITED per Community Guidelines]

I have Comcast and pay for 600/20 and typically get 500+/17 on my wired connections. I use my own modem, which is approved by xfininty, but not one of theirs, and my own router. Maybe you should consider switching providers if you can.
Without knowing exactly what equipment you have, the service you have, and how you have it setup it's hard to reliably troubleshoot.

Rather than argue I have resigned; regardless of the actions I take or how I approach the problem, nothing will change. I'm sorry for my negative demeanor, I have a TP-Link AX6600 router and a ARRIS SURFboard SB8200 modem. With a quick google of your handle I can see you enjoy doing this for some reason and I thank you for your years of help and dedication to try and make corporations more bearable to the end user. AT&T is, at the end of the day, a corporation and nothing I say or do will have any lasting effect. Again, thank you and I wish you the best. [EDITED per Community Guidelines].
