Increase DSL Speed

My fiance has an apartment in North Beach Miami. The only connectivity available is from AT&T and is DSL. She currently has their 3mb package and is paying $40 per month. The AT&T support representative offered the "Basic 5" package for 5mbps at a cost of $60 per month. Are you kidding me?? That's absolute highway robbery. Plus how can AT&T expect people to work from home with those types of speeds? I'm trying to find someone at AT&T that I can talk with about the service/speed offerings for this area and what are the upgrade plans for this neighborhood community. The standard answer of "That's the only speed available!" is not acceptable!

I'm hoping that someone from @ATTDSLCare can provide me some assistance.

DSL speed is dependent on how far you are from the CO (Central Office). When we had DSL, we were 3800 copper feet from the CO and got a consistent 18Mbps on a line that was provisioned for 20Mbps. But longer than that, and the speeds begin to drop off dramatically. Figure out where your CO is and see how far you are away. That should give you a good idea of what's possible. For example, if you are two miles away from the CO, 5Mbps may be the best that is physically possible. They can always push it a bit but that can cause excessive jitter on the line and other issues so they would have to dial it back a bit to give you a consistent speed.

If you want faster speeds, then shop around for another proivider that may offer you better service. Keep in mind that DSL is slowly dying because no one wants to support and maintain the land lines anymore.
