NEED SERVICE!!!!!

I am moving to a new house in the 77632 area code. My neighbor has AT&T.All up and down my street there is at&t, but when I call or go online it says there is no service!!!! Is there a local number I can call to have someone come out and get me hooked up to AT&T? I want phone, TV amd internet.
