I need to talk to someone higher than a supervisor or loyalty manager
(my complex has a contract with ATT so I have no choice but to have them for internet) I have been on the phone with ATT for 3 days straight trying to get my internet connected and i’ve been hung up on more times than i can count. They took 200 dollars from me than told me I can’t get internet. I’ve spoken to managers who have hung up on me so i desperately need to talk to someone higher and i’ve already filed an FCC but absolutely nothing has happened.

The FCC complaint will result in someone from ATT’s Office of the President. You can’t go any higher than them. They have 30 days to respond to the complaint but usually contact you within a day or two. Not sure what this has to do with cellular service, moving to the internet forum.

Why cannot service be provided?
If the previous tenant/owner has not moved their service… cannot have two accounts at same address, thus waiting on previous to either complete moving or to cancel their service.
If they are cancelling, their account is kept active till end of billing cycle, ATT does not pro-rate final bill thus they keep the account / address till end of cycle.

If you were required to pay before service established…
have no or poor credit, or do not have social security card (foreign exchange student or worker)

6. Payment

a. Credit Check / Advance Payments & Deposits.
By applying to purchase Internet Services, and by continuing to access the Internet Services, you are granting us permission to obtain your credit information from consumer credit reporting agencies at any time. If we determine that you may be a credit risk due to: (1) unsatisfactory credit rating; (2) insufficient credit history; (3) fraudulent or abusive use of any AT&T services within the last five years; or (4) late payments for current or prior bills, we may refuse to provide the Services or we may require an advance payment, a non-refundable payment, and/or deposit. Interest will not be paid on advance payments or deposits unless required by law. We may require special payment terms such as additional advance payments or deposits if we determine that the initial payment was inadequate. We may establish limits and restrict your Service or features as we deem appropriate. If your account balance goes beyond the limit we set for you, we may immediately interrupt or suspend your Service until your balance is brought below the limit. Any charges you incur in excess of your limit become immediately due. Upon determination solely by AT&T of satisfactory payment history or as required by law, AT&T may begin refunding of deposits through bill credits, cash payments, or as otherwise determined solely by AT&T. If you are delinquent in any payment to us, you also authorize us to report any late payment or nonpayment to credit reporting agencies.

the only reason you'd have to pay in advance is if your credit score's poor but you should be able to be refunded if the account is cancelled..
