Construction/ Engineering Department Contact Number

I need to contact the construction/engineering department. I cannot seem to find their contact anywhere on the ATT website. We are doing new commercial development in SF Bay Area. Please message me where to start. Thank you.

Let me rephrase my question. I am a general b-licensed contractor currently doing construction for a new two-story commercial building, roughly 13,000 sf, and we need to prep the conduits and utility lines. We are currently trenching utility lines for AT&T, Comcast, and etc to the street into the building's electrical room. Comcast has a nice website where I can submit an inquiry regarding new development but AT&T doesn't seem to have any information regarding this nor a guideline where we can get information. Can I get a phone number or email where I can send the site plans and details on this development so we can prep the conduits and later for the building owner to start the new service?

I have called several times to have lines moved from an old utility pole to the new utility pole so I can have the old pole removed.  I am told without an account number they can't put in a work order.  I don't have an account.  I am a general contractor building a home and need the old pole removed.  The power company has already set the new pole and moved the power lines.  AT&T told me to contact a technician locally and I can't find a phone number for that.  AT&T counldn't give me a number either!  I can't find engineering phone number or new construction phone number. PLEASE HELP!!

How on earth do I get in touch with the engineer in my area? We are building a townhome project, and there is an existing AT&T vault box that needs to be moved. I've called every local number I can think of- what is the best number to call for the Tulsa, Oklahoma area?
