New Home Construction - Fiber To The Home?

I am building in a new home in a planned community. I want to future proof it as much as possible. I recently had a an AT&T tech in the apartment I am renting until my home is built to set up Uverse. He said that some of the communities in my area which are all new construction already have fiber optic cable wired to the home. The speeds are not AT&T GigaPower speeds but much faster and that's what the red port on the residential gateway is for. I was really surprised to here this as I thought that GigaPower was fiber to the home. Do I need to contact AT&T to get fiber optic run to the house or is this a builder question? I am definitely someone who would sign up for GigaPower when it's available and want the fastest internet possible! I am building a home in San Marcos, CA (San Diego, CA.) My house right now is an empty lot and they are just starting to build the foundation. Any help or advice would be greatly appreciated!

Here is a link to the City of San Marcos Building and Planning Devision: http://www.ci.san-marcos.ca.us/index.aspx  They might be able to assist and let you know what's planned for your community as far as HSI, TV, etc.  I'm sure the different carriers must file plans for what they want to install.
