Captions not available on AT&T start page news feed

The closed captions are not available on many AT&T start page News Feed via AT&T Internet.  When they are available there is a "cc" in the lower right corner for turning on.  Most news stories have no captions available.  Is this going to be fixed soon?

I cannot understand audio only news-feeds.  Thank you for your help.
